UTAMU Student Nominated for IDEAS Board Member, Sub-Saharan Africa

The International Development Evaluation Association (IDEAS) has nominated Ms. Josephine Watera Board member for Sub-Saharan Africa region. IDEAS is a professional association providing a home for internationally active development evaluators all over the world.

Josephine Watera has been nominated Board member for Sub-Saharan Africa region.

Josephine, who is a finalist for a Masters in Monitoring and Evaluation at the Uganda Technology and Management University (UTAMU) has been voted to fill up the position.

The Association is holding special elections to fill one position on the board and online elections which started 26th June will close on 3rd July, 2017. 

Josephine is a seasoned Evaluation practitioner with ten (10) years experience in evaluation designing, implementation, utilization and reporting. Currently working as a Principal Monitoring and Evaluation Officer, she is the lead person in the Monitoring and Evaluation Unit of the Uganda Parliament. She is highly exposed in the areas of Parliamentary Systems, public sector management, gender, youth and development and governance.

Once elected on the board, below are Josephine’s aspirations:

  • Historically mark 15 years of IDEAS and device means of how to set-up mini-IDEAS platforms based on geographical representation.
  • Support formation of national professional evaluation associations and networking platforms in African countries where they are non-existent.
  • Introduce a Peer-to-Peer mentoring program under IDEAS to facilitate best practices exchanges and learning between existing Voluntary Professional Evaluation Organizations (VOPE).
  • Explore more opportunities for participation of Youth and Women in evaluation practice especially from Sub-Saharan Africa.
  • Effectively represent IDEAS at evaluation events globally as demonstrated in my bio-sketch.
  • Contribute to the design and implementation of IDEAS Strategic plan.
  • Introduce special features on the website and other platforms on outstanding initiatives and projects by institutional members of IDEAS.
  • For us much as feasible, explore 30% female representation on the IDEAS Board.

More About Watera:

Josephine Watera is a seasoned Evaluation practitioner with ten (10) years experience in evaluation designing, implementation, utilization and reporting. Currently working as a Principal Monitoring and Evaluation Officer, she is the lead person in the Monitoring and Evaluation Unit of the Uganda Parliament. She is highly exposed in the areas of Parliamentary Systems, public sector management, gender, youth and development and governance.

As a current executive committee member of Uganda Evaluation Association (UEA), Josephine has been involved in a number of evaluation capacity building initiatives and activities in Uganda and beyond. Among these: mentoring Burundi Evaluation Association (RNEB) through Peer to Peer learning initiative of the African Evaluation Association (AFREA); proposal development to IOCE that won the bid for UEA to mentor Tanzania Evaluation Association (TANea) early this year; organized the 4th Uganda Evaluation Week held in June, 2016; and volunteered as a rapporteur during the 3rd Uganda Evaluation Week held in 2015.

Josephine is a member in a number of evaluation professional networks and knowledge translation platforms. Key among these are: Life Member-International Development Evaluation Association (IDEAS), Alumni-International Program for Development Evaluation Training (IPDET), Member-Canadian Evaluation Society (CES), Member- South African Monitoring and Evaluation Association (SAMEA) and Member- Uganda Evaluation Association (UEA). She is a member of EVALTalk, EvalCommunity, Evalgender, Africa Evidence Network and Campbell Collaboration e-platforms.
